Chen Shu is a young Zealot, employed by the Empire to regulate trade throughout the Valley. He comes from a family of merchants, and so understands the trade policies and traditions well. A practical young Kobold, Chen Shu always waits until he has at least three options before making any decision. He is not a competent fighter, and spends a good amount of his budget hiring highly-skilled, well-armed bodyguards.
